How do I know that the issues are resolved and its status?

https://github.com/angular/material2/issues/11365 there is such a bug in the material. And I need to fix it too. How to understand this, how to find out that it was closed and something was decided on it? There are links to some other issues below, you can’t understand something how to navigate this. There is some kind of process or something going on for this, or there is already a fix in the release.
