Hello!
Dear Moderator and other equally respected members of the Toaster.
For example, we have a Web development section, and Web development may, in certain cases, include JavaScript, CSS3, and other tags. However, if the question is related to web development, should the general tag also be present in the tags or should it not?

On Toaster, it is customary to choose the most specific tag. The "web development" tag only makes sense if the question relates to the general principles of web development and it is not possible to narrow it down to something more specific.
