How do I know if I'm being duped?

In theory, having learned the IP of a person, you can send packets to him through the console, blocking his channels, right?
This is of course if I understood everything correctly, and how then to monitor such an attack? Where are the requests from? How much? Traffic, etc.? How does it even work?

Surely there is software on winows 10.

the provider will tell
your IP not only from you, any DDOS will rake the hardware of the provider, first of all,
the software is mainly under Windows and is, yeah, but it also happens in routers and similar exotic
