How do I enable the Email Notifications tab?

Redmine 3.4 on nginx
Tasks to activate the "Email Notifications" tab.
Error: when configuring the config/configuration.yml file, after configuring according to the instructions and restarting the server, redmine does not start, it gives an error, shown in the attached file.
