I can only add to the first comment that there is a general top and top categories. It is more difficult and expensive to bring it to the general top, and this is more relevant for games or applications for a wide audience, otherwise the costs will most likely not pay off. The second point is that for some time now the App Store has begun to take into account ratings and an application with one star is unlikely to get into the top, but if it's 4 or 5, it doesn't really matter anymore.
