How do decentralized protocols find "friends"?

What is the peer search algorithm for cryptocurrencies and TOR? What are such algorithms called and what words to google?
For example, BitTorrent cannot be called completely decentralized, since only data exchange is decentralized. The list of peers and their status is stored on a central server, with a long absence of which the network simply falls. And how does it find peers, for example, bitcoin? After all, there is no (sort of?) central server with a list of peers that could be turned off.
