How do card restrictions work?

Hello everyone, tell me how the maps work, what is Google, what is Yandex, as I understand it, they have a limit of 25,000 requests per day.
How exactly does it work? 25000 requests for one IP or each user has to make 25000 requests for 1 card?

Yandex has a limit of 25,000 requests to the geocoder.
I have not heard about the limits on the cards themselves.
Google has 25,000 hits on api key.
By hit they mean:

A single map load occurs when:
a. the Maps JavaScript API (V2 or V3) is loaded by a web page or application;
b. a SWF that loads the Maps API for Flash is loaded by a web page or application; or
c. a single request is made for a map image from the Static Maps API.
d. a single request is made for a panorama image from the Street View Image API.
