The most effective way is to start doing something, keeping Google at hand.
And yes, Google will be at hand even when you check for a whole year.
Good luck!

Once upon a time, I read an article in the "my computer" magazine, immediately tested the img, a, u, b, i and some other tags. Then I forgot about html for a long time, and only a few years later, when I needed to modify the page, I opened the source, thought a little, and after several experiments I achieved what I wanted.
Later, when I had to typeset, I actively leafed through the css and html specifications (I had translations, but I don’t remember where I downloaded them from). I read various articles on Habré, leadership. Googled a lot. Later I discovered htmlbook.ru - it is more convenient to read than specs, and problem areas and compatibility with different browsers are immediately described there.
And yes, I still suck at typesetting.

At work. Even though I thought before I got a job that I could typeset, but there I realized that this was not so.
And there already on tasks. They gave me to make an adaptive site, I already had to study what adaptability is and how to achieve it. They gave the newsletter - Lord, what a horror, but I studied it anyway and did it. Etc)
