I think there are four main reasons:
1. The Quora service was created by people who were at the origins of Facebook. This fact was actively exaggerated in the IT press at the time of the launch of the service.
2. The service immediately began to position itself as a collective knowledge base (like Wikipedia), built on the opinions of authoritative experts. Indeed, many celebrities from IT immediately came to the service. Surely here, again, the prestigious origin of the founders and their connections played a big role.
3. The service arose on the wave of a trend to create services around an interest graph, and not a social graph (around which all social networks were built before).
