How could Ccleaner kill Windows?

I don't even know how to phrase the question. A friend has already raised the topic with such an error:
Could the RAM kill the computer?
But then he sinned on a new plate. I cleared the browser cache with ccleaner and the same result. Very strange nature of the error. And it's not clear how to treat now without a complete reinstallation of the wasps?

Very simple - this is its main purpose.
This utility cleans the registry, guided by its own considerations of what is needed and what is not.
In general, if something is good for Ccleaner, then it is not a fact that it is good for Windows.
I classify such utilities as malicious software by default.
