How can you implement a simple roulette for the site?

For example, in order to have 12 links with pictures, and initially only six were visible, but when you click on the "Start" button, the roulette spins with a slight scrolling animation, and stops at a completely random link with a picture?
Is there an easy way to implement this?
frameworks for php? or a script?
or not a complex pattern that one could look at?
Or can you at least give advice on how to create something like this? please.

Similar actions can be implemented on the carousel (as already advised in the comments)
Personally, I would take the slick carousel, rewrite part of the code to fit my needs (logic)
