How can you create an interface sketch using a CSS framework?
I can't draw, but I have a task to sketch a prototype of the web application interface (lol) because it will be easier than explained.
There is a ready-made framework from Google:

Is there a program in which you can load this framework or at least part of it and so that you can move buttons and other elements using the resources of the framework with the mouse. Ideally, you can set the basic logic of work.
