I often remember that at one time, 7-8 years ago, it was the landing page with wow effects that made a strong impression on me, it was the nike air landing page. For its time, it was very revolutionary, the parallax effects were the most squeaky. Unfortunately, a local copy has not been preserved, but I can’t find it on the network, no matter how much I tried.
But the bottom line is that then parallax was a completely new trend, and today you won’t surprise anyone with it.
Another example. About 5 years ago I came across a site that literally bewitched, and for the most part, it was thanks to the effects. It was a site for natural stone. I liked it so much that I wanted to keep a copy for myself.
Here is this copy (Sound can be turned off from the bottom right immediately after the content is loaded, after 10-12 seconds)
However, the company whose site it was, has been with a completely new site for 3 years, and there was no place for these effects.
This new site
What do you think, which of these sites speaks more about the solidity of the company, which one contains more information and which one will give more customers and, accordingly, is more justified from a simple financial point of view?
It seems to me that the answers are obvious, although their old site is a little pity...
As for technology, there are a lot of options, you rightly said, everything really depends on what you want to show, how to surprise, specifically, what effects do you consider as "wow "What do you want to achieve?
I sometimes indulge in such things, I am also not indifferent, I prefer svg, because I more or less understand what and how I can achieve with it. If possible, I try to do without js, but of course not everything can be done without js.
ps - very rarely, when something containing a certain number of effects goes into production with me.
So, for yourself, for the soul, to show someone.
Here, for example, is just a landing page , where there are a lot of effects, which I started doing about a year or even more ago, but still haven’t finished. Whether I finish it or not - I don’t know myself ... wait and see)

In fact, your question concerns only one topic - marketing .
Because it all depends on the subject area of the project and on the target audience, as well as some other factors, and all this may have little or no relation to programming and animation at all.
For example, if the site is about legal services, then an anime girl or a tricky shader can reduce conversions, not increase them.
So it is impossible to give unambiguous prescriptions. You need to look in the direction of marketing and just common sense. For example, A/B testing is a technology of marketing, not design or programming (and sometimes it gives very unusual results).
Remembering the past, I can say that in the early 2000s there was a fashion to do all sorts of whistle-fake on their sites, all sorts of animations, pop-up menus, characters jumping out, falling snow, etc. For some reason, the authors of such creations thought that it was insanely cool and everyone should like it. In fact, only the authors of these crafts liked it. For most, it is important to fill the site with content, ease of perception of content. And all sorts of wow-effects are actually only distracting and an analogue of advertising blindness is produced on them (but not for everyone, some just infuriate). So if the landing page is dedicated to, say, vacuum cleaners, then make the introduction convenient - for example, a product overview in 3D. This will be the best wow effect in this particular topic.

Well, for me personally, the wow effect will be if all the information about the product is visible at once, and not spread out over 35 screens.

Let's not go far into the philosophical jungle about when and how much the wow effect can be justified.
The question is not about that at all. It's purely technical.
