How can this file be opened?

I have a file from SCADA. I realized that this is an OLE-object. I made a dump directory. Is it possible to open this file normally? Maybe it's some kind of database?
If you read, let's say 'Archive', 'Archive of printed documents', 'Property', then after the first 8 bytes comes 'RecordID'. I think it's a database.
