How can the software convert a set of dots into solid lines in an image?

There is a b/w scan of pencil notes. Each line there is not continuous, but consists of a large number of points.
Question: How to convert these dots into a solid fill, solid lines?
Preference for free software for Windows; console possible; one-time task.

Gaussian filter: 10px
then choose the optimal threshold for turning into a b / w image:
Threshold filter: 244

get Software: GIMP, imagemagick, Paint.NET and many other software

Perform dilatation N times, where N is the maximum distance between strokes (selected experimentally).
After that, if desired, you can make erosion.
