How can Sublime Text bring up the menu on the left - Folders?

Good afternoon. Can you please tell me how to return Folders on the left side of Sublime Text?
Initially, everything was. Then I got into the user settings to figure out the encoding (but something was unsuccessful) and after restarting Folders was gone. Naturally I tried - File-> Open Folder. Nothing happens.
