How can more than 2 people work on Windows Server via RDP at the same time?

It costs Windows Server 2012 R2, everything goes fine while 2 people work simultaneously via RDP, as soon as the third one connects, the system requires one of the workers to be thrown out.
How to deal with it?

Do you have Terminal Server installed?
Without installing the Terminal Server, only 2 people can work at the same time.

2 people is an available free license for technical support.
In order to work on the server more users need a license and an installed license server, then you can allow more.

Можно использовать дополнительный (третий) сеанс по RDP - посредством консольной сессии.
P.S. Для удобства советую скачать с сайта Microsoft программу Remote Desktop Connection Manager. В свойствах сервера надо поставить галочку - подключение через консоль.
