How can I send attachments to users via the VK API that they sent me?

I have a bot, and for one of its commands I need to store the user's attachments, and then send them, without editing, and without doing anything.

I want to send the same attachments without downloading anywhere, and preferably they remain on behalf of the user who sent them. How to do it?

PS The documentation says about sending as a string in the attachment messages.send field, but in conversations it does not work just through a string in an attachment of type <type><owner_id>_<id>_<access_key>.
