How can I programmatically take a screenshot from a deleted video file without my participation?

There are links to mp4 videos, I need to open this video and take some screenshots.
There is a Linux laptop for this, which does not turn off and must open these links and take screenshots without my participation.
Tell me is this possible? In which direction to dig?

today I just posted a question (you don’t need to download it - it will download / cut out only the necessary fragment)

here is an example with a local file, but also insert a remote link (instead of video.mp4 )
-ss 00:00:15 is the 15th second, but you can use this format -ss 115 (1minute 55sec.)
