How can I prevent the Files panel from closing when opening dreamweaver?

Dreamweaver CC, when launching the program, the "Files" panel is shown for a short time, and then disappears (only the welcome screen and the top menu remain), even though I have already created my workspace with this panel and this workspace is selected in the list of workspaces. The panel appears when I click on the name of my workspace already selected in the list of spaces, also appears when I press F8 and "Restore 'My Workspace Name'" in the list of workspaces. What should I do, maybe there is some setting, I haven't found it yet, or is it a bug?
