How can I pay for MS Developer Account?

Good day everyone.
I'm trying to register MS Dev Account, for payment I use Visa Virtual from Qiwi (Qiwi Visa Card, QVC). Money goes away when entering a card (30r), but I get an error:

We can't authorize the payment method. Please make sure the information is correct, or use another payment method. If you continue to get this message, please contact your financial institution.

Googled the problem, someone says that MS ONLY accepts credit cards (although their guides say support for Russian virtual cards), someone says that everything was fine with Qiwi, someone says that everything was fine with Sberbank well.
In general, the question is - who paid what? I mean, what cards? And maybe there were successes with Qiwi Visa Card?
