Only squid is clear, it does not solve these issues. These are typical tasks of a corporate administrator :) The
first question is solved either by the domain or by local proxy accounts. Or by binding on poppies to certain IPs - here the question is how your IPs are distributed.
The second question is solved by blocking anonymizers on the proxy, as well as blocking access to the Network without a proxy. Of course, on the computers of "children" there should not be a torus, friGate, opera and other "relatively legal" means of bypassing the lock
The third question is solved by the list of sites and the corresponding squid setting. I can share the list of porn sites :)
There is also squidguard, I don't know how alive the project is, but there are lists there.
