How can I make the captured photo and camera preview match?

There is a SurfaceView which displays a preview from the camera.

I take a photo, it turns out to be larger than a preview:

I understand why this is so: the resolution in which the camera shoots and the preview sizes are different. But how to solve the problem if the camera does not support resolution with the same aspect ratio as the surfaceview?

In the function itself, you have no syntax errors at first glance.
I can assume that you are passing the wrong arguments or in the wrong form.
What do you get in $rate_nb and $rate_sum and what is their data type?
I assume that the get_post_meta function is from Wordpress, it can return both a string and an array, or false
