How can I make the App.config file change after the EntityFramework is installed?

After loading into the EntityFramework project, according to the manual, new lines should appear in my app.config file, including the connection string, however, non-existing app.config files do not change, nor do new ones created after installing EF no new lines appear.

In general, in the end, everything turned out to be extremely counter-intuitive, and in order for my project to be without net.core, it was necessary to choose from two options for the WindowsForm application the one that has the .NET Framework in the header.
