It is necessary to implement a mandatory payment by credit card before creating an order.
Those. when placing an order, after filling in all the required fields (full name, address, etc.) by clicking "Place an order", a page with payment by card from the acquiring bank would open, and only after successful payment would the order be completed.

You have the wrong setting. If the order is not directly needed - then either in the absence of payment in a certain period of time - delete the order, just make sure that it is guaranteed that it cannot be paid. Or in case of cancellation of payment - delete the order.
And then you get the opposite, if there is a payment, then there is an order. Without the presence of the order itself, not a single payment module will work, because at least it needs the order number in the internal system.
