How can I make light control using arduino, android in 220v networks?

Hello. The arduino uno is gathering dust at home. I wanted to use it for something useful. My circuit engineering skills are close to zero, I have programming skills. I wanted to make light control from a smartphone. The most common chandelier in an apartment connected to a 220 volt network. It seems that the task is quite typical, but somehow Google does not help much.
As I understand it, a bluetooth module is needed for the smartphone to interact with arduino and some other radio module (a transmitter in an arduino receiver in a chandelier), as well as a relay. Am I thinking right?
