Hello!
In aws.amazon, in the instance control panel, you can change your elastic (public) IP and connect it to your instance.
How can this be done programmatically?

Through api. Well, or disable it and the server will always receive a new IP during reboot.

In order to have a dynamic IP for an AWS instance, you don't need an Elastic IP at all - just don't use it and the ip will be dynamic.
