How can I get the ID of a user who has just joined a Telegram group?

Hello!
Guys, maybe someone solved this problem, I need to get the ID of the user who just joined the group chat using an invite link, and also get the IDs of users who were deleted from the chat using a bot (a bot that removes users from group is not mine, so I do not have access to it).
Can anyone suggest a solution to this seemingly simple problem at first glance?
I use pyTelegramBotApi for the bot, I already googled it myself, I don’t want to, I can’t find an answer on how to catch these 2 events, I would be grateful if you could tell me a solution or maybe a direction.

Upon joining a group, the user generates a normal update with a message and a "new_chat_members" field in it. The field contains all user data.
