You need to display the partition tree. And add links to sections if they have a parent.

Sections have the IBLOCK_SECTION_ID field, if it is filled and there is not 0, then this is the section ID.
Are you talking about infoblocks? What component are you using? Maybe just breadcrumbs will do for you?
