How can I download an app from Google Play that is not available in my country?

I set the region of the country in which this application works in the phone settings, rebooted the phone, disabled the VPN of the country in which this application works, replaced the GPS data (using the FakeGPS application) with the location of the country in which this application works. But I still can't download it because Google Play tells me it doesn't work in my country.

UPD: By the way, it may not work later :) It will check the region itself or let's say it rushes to some local server - it doesn't exist (but it should be in that region) - ala ulu , chase the geese.
