Yes, it was a third party program.
I opened all the settings in the terminal with the command
And found all the options that are associated with the word focus. It turned out that it was for that program that the FocusFollowsMouse parameter was equal to 1, and the same Mac option was 0. I unchecked that program
and everything began to work fine.
Are there any window managers installed? I have never seen anything like this in the axis itself, even in Accessibility. More like a third party app.
