How can I control the fan speed in the HP ProLiant DL380 G5 server?

Hello.
HP ProLiant DL380 G5
Noticed that the server is sometimes hard overloaded. 1-2 times a month.
And there is nothing in the OS logs.
I began to suspect that something was wrong with the iron.
I noticed that the temperature of the memory is somewhat high.
During the day it reaches 80 degrees.
In the room where the server is located, no more than 23-25 gr.
Coolers always spin at the same speed, only when the server is connected to the network they work at maximum.
Is it possible to change the rotation speed of the coolers?

@dotnetfx40

just debug the BIOS, there is nothing in ilo ... I
strongly recommend opening the server and blowing it out so that the dust flies ....
ps It is with a blower and not with a vacuum cleaner or a frail balloon with compressed air
