IMHO - no way.
Well, let's start with a simple one - you still run the program, not the shortcut.
Further - the parameters exist only at the time of launch, then they no longer exist if the program itself does not remember them.
Well, the third - bat - is a so-so tool.
You would have voiced the goal, and then maybe another solution will appear.
