How can I block only outgoing connections?

Hello, I would like to know how I can block only outgoing packets from the client, and not touch incoming ones. For example, in a game, I want to block the transmission of packets from my client for some time, but at the same time I would receive them from the server. Is it possible to do this, and if so, how?
