How can I add a file to ClickOnce Publishing without adding them to the project?

I have a lot of projects in the solution that are plug-ins to my program. They are copied during assembly to the TargetDir of the main program. How would I include these files in the Publishing main program? Adding plugins to references is wrong, I think.
