How can html headers be used?

For example, there are 2 sections that are completely different, one section is there with reviews, another section, for example, with information about the team ... each section starts with the h1 heading and past h1, for example, there are even smaller headings, that is, in the section I already indicate h1 and h2 heading, I type the section further, that is, the one below, there I can no longer use h1 and h2, or can I? I just know that after the h3 heading, the h1 heading cannot go, does this rule apply to the section or even to the entire layout?

"H1" or "h1" is not "html heading" but "a tag for highlighting heading in text". They can be placed anywhere and anytime.
There is an optional rule:

  • H1 is the title of the document
  • H2 are section headings
  • H3 are subheadings
and so on...
