How can Composer install html2pdf?

There are 10 windows Composer installed on it, there is a folder unzipped html2pdf it has a composer.json file, what should I write on the command line to make html2pdf work? php and apach everything is installed everything works.

composer require spipu/html2pdfit's in the console
