How can a competitor spoiling the PF send greetings?

3 users (not a bot) visit the site every day, obviously a competitor, since they stay on the site 300 times every day, via IP St. Petersburg, Crimea, Moscow. They enter for 9 seconds, do business and exit, and the mouse movements are meaningful, they fill out one form very quickly (presumably CTRL + V), this continues throughout the day. I block them by IP, in the error logs they are highlighted and immediately change their IP, and come back again. How can I say hello to them, so that they know that I am watching them, maybe so that a message is displayed to them individually somehow? How to put an end to them?

You can make a separate page with hello and redirect these ip to the page via htaccess, for example https://coderoad.ru/63605923/%D0%9F%D0%B5%D1%80%D0...
