How can a 1080p movie weigh 3.5 times less than a 720p movie?

I really don’t know anything about the features of different video formats (and indeed about the operation of a video system in a computer).

The permission doesn't matter.
File size = Video bitrate * time.
The video bit rate is set when the video is encoded.
