How are transactions recorded in blocks?

Are transactions recorded in the block at the very beginning of block creation, or can a transaction arrive right during the mining process in these 10 minutes and be immediately written to this block? Can there be empty blocks? For example, in 10 minutes not a single transaction happened and the body of the block remained empty. Are there any consequences for the appearance of empty blocks or is it okay and the miners will just go to mine the trail. block? And vice versa, if there are too many transactions and the blocks do not have time to accommodate them, will a queue of transactions be created?

The block includes transactions from the mempool. If there are none, the block is created anyway, but the miners spend less energy to create it. Transactions from the mempool are taken by priority, if they did not fall into one block, they will fall into another, or become overdue (expired)
