Good day to all!
The situation is as follows - you need to move to Saratov.
I myself am from Kyiv, I have been working as a web developer for >5 years.

According to this summary, they offer work anywhere, but not in Saratov. Therefore, questions arose.
What can I apply for in Saratov? Is it even possible to find the job I want there? How is IT in general?

No need to move to Saratov.
I left there 3 years ago.
In PHP, there are a dozen studios that build "corporate sites" on Bitrix/own engines, and from time to time there are vacancies in non-it companies to do the same.
There are large branches of EPAM, Mirantis, Grid Dynamics but no PHP there
