How are there thousands of channels with pirated music?

I don't know much about Youtube and have never looked into it. But now something was needed and everywhere I read horror stories and strict prohibitions on using pirated music in videos. At the same time, there are hundreds of thousands of accounts with pirated music (that is, just music + picture, not videos), with many hundreds of thousands and millions of views. What does it mean? You can't use pirated music in videos, but can you just upload pirated music? Why doesn't Google ban those accounts then?

As far as I know, Google does not ban automatically. Need a complaint.

There are copyright holders who submit all their music to the Content ID system and monitor its appearance in videos. Then they file a complaint, put up advertisements, etc., at their discretion ( tyts ).
And there are those who do not particularly follow this.
Some Russian youtubers, like Wycc220, speed up the music a bit so that it doesn't show through the Content ID.
