How are ip addresses distributed via a DHCP server?

Hello. I read articles on this topic (the first links in Google, there is too much theory and water), and I could not understand how exactly the client receives ip and whether it can change from request to request. My case: on a third-party site, there is a JS file connection from my service, when loading which I get the IP of the user who made the request. Based on it, I give JS, which builds HTML with a link. And if a user follows this link, can he theoretically have a different IP?
