How are fonts arranged?

Probably a stupid question, but I want to write a program to convert one font type to another. ttf to eot for example or to woff.
But what needs to be done for this? Well, I considered the font file byte by byte, for example, there are probably some internal vector structures, dots, headings. Those. what should I take and how to change, where can I read about it?

Read the specifications for font files, everything is written there. You do not hope that someone will describe the specifications of these fonts in a comment, do you?
