How are bundle configs installed in Symfony?

I'm trying to understand Symfony. I installed the standard symphony and in parallel the mini version. Then I try to install the bundle. In the minimum version, there is no bundle config file in the config folder. In the normal version, such a file is created. The question is who is responsible for its creation? Do I have to create this config myself in the mini-version of symphony? What else to pay attention to when working with a truncated version of the symphony?
