How are AD domain group policies applied to the controller domains themselves?

I'm wondering which AD domain group policies with which priorities and how are applied to the domain controller themselves?

There is no difference with applying policies to domain controllers - compared to something else. From the point of view of the GPO, they are ordinary computer objects.
Still LSDOU ending in OU Domain Controllers.
