How and in what program to create a smooth gif-animation?

I'm trying to assemble animation from frames in PS CS6 and get lags. In all browsers, the GIF twitches in one way or another.
Tried different save options but did not come up with a satisfactory result.

After a lot of research, I found the solution myself.
1) Download and install gimp 2.8
2) Click Open as layers, select the sequence files
3) Export to GIF and select the parameters as in the screenshot. If the delay value is too low, the gimp itself adds the value of 100 ms without saying anything about it!

Try to take a newer just photoshop and work there

1) Try to make the size of the gif'ki smaller. Less volume.
2) Add some motion blur if the element is moving very fast. Quite often this makes the animation feel more alive.
3) Be sure to set the interval between frames. The minimum interval in Photoshop is 0.1sec, so 10fps is more than enough.
4) Avoid extra frames. Repeating frame - extra frame - extra weight.
5) Use the minimum number of colors. Less colors - less volume.
