HotReload when working with Vue is done only after saving the file, is that ok?

I study Vue, at the same time and webstorm. (I never liked javascript, but I forced myself to self-isolate.)
Everything works and is approximately understandable.

I do the debug command in Webstorm, a web page opens in the browser, ok.
But only after I explicitly save a slightly modified file do changes occur in the web page. This is strange - why do I have to explicitly save the file, like products from jetbrains will immediately save the changes.
Or are live updates dependent on the browser? I have chrome, it has the vue devtools extension and there are no settings like refresh rate
