There is no concept of "technical domain". The domain, before its creation, does not exist at all, and even after its creation it is just a combination of letters. You pay not for the domain - you pay for the fact that in the world database (DNS) there will be a record that the site www.nichego.net should go to IP 1.2.3.4 (and not to 3.4.5.66 or somewhere else).
For pure learning - you can issue your own certificate or strain LE. If you beat the last option, it's better, despite the fact that I don't like LE. But it will be possible to check "outside", without explaining about installing the certificate in the root ...
