Hosting through a proxy. Maybe?

There is a PC for nat. I want to run a web server on it using a reverse proxy. Is it possible to do this?

Of course:
1) Or have a white IP to connect your PC to the Internet. And forward the port on your router.
2) Or have an external server and set up a "reverse proxy" + some DynDNS with port forwarding on your router.

Only through VPN.
NAT will not let an incoming connection through.
